Issue of the "Implementing One Country Two Systems, Enhancing
Stability and Prosperity" - Basic Law Promotion Souvenir Cover
A set of two souvenir covers will be issued on 24 September 2003
(Wednesday) to promote Basic Law. This set of souvenir covers will
be available for sale at all philatelic offices from 9 to 24 September
2003. The price of the souvenir cover is HK$2 each or HK$4 per set.
The cover designs come from the First Prize winners of the Junior
Secondary and Senior Primary Groups of a souvenir cover design competition
jointly organised by the Constitutional Affairs Bureau and the Education
and Manpower Bureau from March to June 2003. The two winners are
CHENG Ho-yan (First Prize of the Junior Secondary Group) and TSUI
Cheong-ying (First Prize of the Senior Primary Group).
A special postmark will be introduced on 24 September 2003 and
available for hand-back service at all philatelic offices. All philatelic
offices will open as per normal opening hours on 24 September 2003
to provide a full range of counter services. Hand-back service to
official and privately-made covers bearing an indication of the
event and a local address will be provided at all philatelic offices
on that day. The "GPO-1" postmark, "Philatelic Bureau"
pictorial postmark and the philatelic office pictorial postmarks
will also be available for hand-back service at all philatelic offices
on the same day.
The public hall of the Hongkong Post Philatelic Bureau on 1/F.,
Trade Square, 681 Cheung Sha Wan Road, Kowloon, will also open from
9:00 a.m. to 5:00 p.m. for datestamping covers with the "Philatelic
Bureau" pictorial postmark, the "GPO-1" postmark
as well as the special postmark.

Remarks : For the 2003 Local Standing Order Service customers
who have successfully ordered the "Datestamped Special Souvenir
Cover – For Other Special Event", the set of "Basic
Law Promotion Souvenir Covers" will be collected together with
the "Hong Kong, China - Sweden Joint Issue on Waterbirds"
stamp products.
